ICAO Administrative Law Judges
The Industrial Claim Appeals Panel is comprised of five Administrative Law Judges (ALJs) with at least 14 years of experience in the practice of law, which includes significant experience in Workers' Compensation and/or Unemployment Insurance law. Decisions of the Panel are considered by at least two Panel members. The Panel does not hold hearings, but rather reviews the record created at the hearing held before the Workers' Compensation ALJs or the Unemployment Insurance Hearing Officers. The Panel issues a written decision that is mailed to all parties.
Judge Galvin, a graduate of Colorado State University and University of Denver College of Law, began her career with the state's largest workers' compensation insurance company, where she was responsible for appeals, litigation management and a wide variety of legislative, business, insurance and contract matters. Judge Galvin has worked in the Colorado Department of Labor and Employment since 2006, initially with the Division of Workers' Compensation as a Regulatory Analyst and then as Manager of the Director's Office, before accepting her position as an administrative law judge with the Industrial Claim Appeals Office.
Lisa A. Klein joined the Industrial Claim Appeals Panel in October 2011. Prior to becoming a member of the panel, Ms. Klein had conducted hearings for unemployment insurance appeals for the Colorado Department of Labor and Employment and worked for a Denver area law firm reviewing discovery documents in preparation for multi-district drug and medical device litigation. Ms. Klein graduated from the University of Colorado School of Law and became a licensed attorney in the state of Colorado as of October 2003. Subsequent to receiving bachelor degrees in Psychology and Zoology from the University of Vermont, she worked in FDA-regulated industries for ten years in quality control and assurance positions.
Judge Nicholson graduated from the University of Colorado-Boulder in 1994 with a bachelor’s degree in history. He earned his master’s degree in history from the University of Colorado-Denver. Judge Nicholson graduated from the University of Colorado law school in 2012. He worked eleven years for the Colorado Department of Labor and Employment as a hearing officer and hearing officer supervisor in the Division of Unemployment Insurance Appeals Unit before his appointment to the Industrial Claim Appeals Panel in July 2024.
After working for 35 years as a trial attorney, Judge Kroll joined the Industrial Claim Appeals Office as an administrative law judge in 2013. He graduated from Ottawa University (KS) and then from law school at Washington University in St. Louis in 1977. He began his legal career as a civil legal aid attorney with Colorado Rural Legal Services in Greeley, where he worked for 12 years. He then spent several years working as staff counsel for Pinnacol Assurance and then for Liberty Mutual Insurance Company defending clients in workers' compensation and in civil liability litigation.
Judge Sisk is an Administrative Law Judge and the Director of the Industrial Claim Appeals Office. Prior to this appointment, she served as Manager of Policy and Compensation Compliance and an ALJ in the Division of Workers' Compensation. She attended the Johns Hopkins University and graduated with a degree in Political Science. She worked in politics before obtaining her law degree from American University’s Washington College of Law. Before joining the state in 2018, Judge Sisk practiced workers' compensation law as a Respondent attorney both in private practice and for the City and County of Denver.
