  • Compliance Investigators, who, with DLSS training and continuing education, investigate complaints of labor violations, write binding decisions ordering wage payments and changes to unlawful practices, and with experience may participate in outreach, rulemaking, and policy initiatives.
  • Data analysts and technicians, who obtain, analyze, and produce Colorado’s labor market data on jobs and pay by industry, by occupation, and for the state overall.

Description of the Job:

This position reports to the Mediation Administrator, and assists with work related to all programs within the Policy Development and Engagement unit which include, policy development, mediation, hiring, training, staff development, and outreach. This is a unique position that works on a variety of projects, from processing and responding to Colorado Open Records Act (CORA) requests, to assisting in the Division hiring process.

This position utilizes a variety of systems, such as Colorado Employee Data System (EDSys), CDLE’s personnel management system, Docusign, Labor Standards Claims System (LSCS) aka Salesforce, Zoom Enterprise, and Google Workspace, with a strong focus on Google Sheets and Google Docs.

This position is the point of contact for managers of these specialized programs to identify operational needs, organization and best practice strategies for process improvements or operational changes to increase productivity, as well as ad hoc projects assigned. This position is familiar with the daily operations of each of the programs they support; and they use judgment in determining the priority of needs for each area.

Duties

A. Program Support

This position assists in all aspects of the Policy Development and Engagement Program, which encompasses policy, hiring, training, and mediation. This position assists program managers in delegating duties to manage the Unit's operational needs. This position conducts research and compiles information on behalf of the Unit. This position assists with reports related to Unit services, performance, and projects. Develops and maintains process and procedures for the Unit’s operational needs, identifies best practices for program area duties that relate to scanning or data entry; and maintains tracking spreadsheets for various complaints and inquiries while Units are being established in Salesforce.

This position monitors and analyzes workflow and productivity at the intake level to develop and document team tasks, work processes and procedure manuals. Create, revise, and implement specific Unit procedures related to workflow, coverage, correspondence, and timeliness. Collaborate with Unit staff members to identify needs and design processes for providing services and support functions in an efficient manner and streamline coordination among various work groups. Participate in Unit and division process improvement projects and activities; identify opportunities that can streamline program area workflow, working with the Subject Matter Expert (SME), Program Manager and/or Policy Advisor to ensure new program objectives are met, increase efficiency and customer service. Engage support team members in process improvement efforts and in adapting to new processes and procedures to ensure that everyone is informed and has the understanding and tools needed to succeed.

This position is relied on by the Program Manager, SME and/or Policy Advisor to develop best practices for intake when designing Google Docs and Google Sheets, implementing new programs into Salesforce and updating content for the program areas external web pages. The position stays current with ever-changing legislation and regulations specific to each program area. This position will be relied upon by management to seek opportunities to incorporate value added services for both external and internal customers.

B. Data Collection and Organization

This position collects, sorts, and stores numerous data points for various Units within the Policy Development and Engagement Unit. This position mainly uses Google Sheets and Google Docs to collect, sort, and store this data. This position constantly reviews data storage documents for clarity and accuracy, utilizing software such as EDSys, Salesforce, and Identity Manager. This position responds to manager requests for the production of data, documents, or records in response to inquiries or public Colorado Open Records Act (CORA) requests submitted to the Division, ensuring personal identifying information (PII) is sanitized if required by law, policy, or practice, as well as anticipating what data might be helpful to make an informed decision in relevant programs. This position works with Division SMEs to respond to CORA requests submitted by various members of the public.

Through the “LMI Gateway” site, LMI presents its data in various ways: industry employment and wages; current and projected industry and occupation levels; occupational wages; and labor force employment and wages. LMI also provides more customized information and analyses that help workforce centers, unemployment insurance, and policy-makers serve all Coloradans.
