The DOWC CoComp Initiative, Coming July 2026
CoComp Overview
The Division of Workers’ Compensation (DOWC) is upgrading its claims intake and management process. The DOWC is building a new web-based application called CoComp, in partnership with CapTech Consulting. CoComp aims to make managing workers' compensation claims in Colorado easier and clearer. It will offer a simple, transparent platform for all claims-related activities.
What Motivated the Upgrade?
The DOWC's current claims system is over 20 years old and does not allow external access. The system is being replaced to make it easier and faster for everyone to get information. Stakeholders will find files and answers quickly. Plus, the new system will keep your information safe as it expands. This upgrade will improve transparency. People will have a clearer view of their claims, and the self-service portal lets users check updates and manage their details whenever they want.
Project Timelines
Throughout 2025, the DOWC met with external stakeholders to understand what features and components could add value to the new claims system. Throughout 2026, the DOWC is continuing its development and preparation for CoComp.
- Electronic Data Interchange (EDI) stakeholders must submit all EDI 1.0 files to the new EDI system by 5:00 p.m. on July 8, 2026. Verisk will accept only EDI 3.1 files starting July 9.
- Insurers and third-party administrators (TPAs) will begin using CoComp features starting on July 20, 2026.
- A full external release to all external stakeholders is expected between late summer and early fall of 2027.
How to Get Involved
As the first rollout phase of the CoComp launch commences, a key priority for the DOWC will be to gather insights from external stakeholders to ensure the system effectively supports all users. Please watch for upcoming communications regarding opportunities to contribute your voice to the project. The DOWC appreciates stakeholder input and will continue to provide updates and opportunities for engagement.

- Upcoming DOWC EDI 3.1 Transition & CoComp Portal Launch Dates

As the DOWC moves forward with the EDI 3.1 and CoComp Portal transitions this month, please note the following critical deadlines and interim procedures. Compliance with these specific cutoff dates is required to prevent processing delays.
Important Transition Timeline
- July 7, 2026, at 2:00 p.m. MT — Admission Cutoff: After 2:00 p.m. on July 7, all admissions must be filed exclusively through Electronic Data Interchange (EDI).
Admissions sent via email to cdle_dowc_filings@state.co.us after this cutoff will not be processed. - July 8, 2026 — Last Day for EDI 1.0: This is the final day to submit EDI Release 1.0 claim data to the DOWC.
- July 9, 2026 — EDI 3.1 Go-Live: This is the first day to submit claim data using the new EDI Release 3.1 standards.
- July 8, 2026 – July 19, 2026 — Interim Documentation Period: During this brief technical transition window, all supporting documentation for your admissions must be emailed directly to the cdle_dowc_filings@state.co.us email inbox.
- July 20, 2026 — Initial CoComp Portal Launch: The CoComp portal goes live with partial functionality for insurers. Beginning on this date, supporting documentation for admissions will be uploaded through the new CoComp Portal.
Action Required: Trading Partner Registration
To report electronically under the new EDI Claims R3.1 standard, your organization must complete a new Trading Partner Profile Registration as soon as possible if you have not already done so.

It will cover the key features, transitional timelines, and next steps for insurer training and support. This session is designed specifically to support the transition for insurers and Third-Party Administrators (TPAs). Please note, this is an introductory webinar. Formal training and educational resources will be provided separately. The DOWC requests that you register only if you will be using the new system as an insurance carrier, TPA, or self-insured employer. There will be webinars specifically designed for other stakeholder groups in the future.
