CoComp for Insurers
CoComp Overview
The Division of Workers’ Compensation (DOWC) is upgrading its claims intake and management process. The DOWC is building a new web-based application called CoComp, in partnership with CapTech Consulting. CoComp aims to make managing workers' compensation claims in Colorado easier and clearer. It will offer a simple, transparent platform for all claims-related activities.
Carriers, Third-Party Administrators (TPAs), and self-insured employers will gain limited access to CoComp on July 20, 2026. All other external stakeholders will gain access by fall of 2027. Information, training, and resources for all other external stakeholders will be shared in the future.
Insurer Training and Resources
CoComp Foundations: Structure and Basic Navigation - This training provides foundational information on accessing and navigating CoComp and should be reviewed by all users prior to using CoComp on July 20. If you are unsure what role you will have, you may wish to coordinate with your supervisor.
Group Administration and Access Management - This training is specific to Group Administrators and Claims Access Administrators and provides important information about administering and managing access to claims within CoComp. If you are unsure what role you will have, you may wish to coordinate with your supervisor.

Register for Live Training
Live training versions covering both the CoComp Foundations material and CoComp Group Admin and Access Management material found above will be offered for those who want to reinforce their learning. Both of these live trainings will be offered at a number of different days and times.
Important CoComp and EDI Transition Dates
Please carefully review the critical deadlines, system cutoffs, and interim procedures outlined below to prevent processing delays and ensure your organization remains fully compliant throughout this transition.
- July 7, 2026, at 2:00 p.m. MT, Admission Cutoff: After 2:00 p.m. on July 7, all admissions must be filed exclusively through Electronic Data Interchange (EDI). Admissions sent via email to cdle_dowc_filings@state.co.us after this cutoff will not be processed.
- July 8, 2026, Last Day for EDI 1.0: This is the final day to submit EDI Release 1.0 claim data to the DOWC.
- July 9, 2026, EDI 3.1 Go-Live: This is the first day to submit claim data using the new EDI Release 3.1 standards.
- July 8, 2026, to July 19, 2026, Interim Documentation Period: During this brief technical transition window, all supporting documentation for your admissions must be emailed directly to the cdle_dowc_filings@state.co.us email inbox.
- July 20, 2026, Initial CoComp Portal Launch: The CoComp portal goes live with partial functionality for insurers. Beginning on this date, supporting documentation for admissions will be uploaded through the new CoComp Portal.
Important Dates and Information
- CoComp User Role Definitions
Group Administrator
The Group Administrators have the ability to add or remove members/users to CoComp, adjust or remove permissions and roles as well as assign claims. Organizations should have a MINIMUM of two Group Administrators and are encouraged to have more. If you were invited to join CoComp from a Group Administrator, their name and email address will appear in the body of the email and you can work with them in the future if your CoComp role and permissions need to be adjusted.Service of Process Designee
Every organization must identify at least one Service of Process Designee who will be flagged to receive all serviceable legal documents that go to the organization. Organizations can appoint as many serviceable designees as needed.Claims Access Administrator
This role allows the user to manage and assign claims for viewing and document submission to other users in their organization. It’s recommended that most, if not all users, have this role so they can assign claims to themselves as they come into CoComp on a daily basis.Basic Access User
If a user is added to the group, but has no additional roles assigned to them, they will default to have claim-only access to view and manage claims assigned to them.- CoComp Project Timelines
Throughout 2025, the DOWC met with external stakeholders to understand what features and components could add value to the new claims system. Throughout 2026, the DOWC is continuing its development and preparation for CoComp.
- Electronic Data Interchange (EDI) stakeholders must submit all EDI 1.0 files to the new EDI system by 5:00 p.m. on July 8, 2026. Verisk will accept only EDI 3.1 files starting July 9.
- Insurers and third-party administrators (TPAs) will begin using CoComp features starting on July 20, 2026.
- A full external release to all external stakeholders is expected between late summer and early fall of 2027.
